What is Admitted Insurance and Why Does It Matter?
When placing insurance, two terms come up often — “admitted” and “AM Best Rating”
At a high level:
Admitted insurance means the policy is backed by a carrier approved and regulated by the state. An AM Best rating reflects the financial strength of that carrier and its ability to pay claims.
Both matter because they help answer a simple question: Will this policy respond when something goes wrong?
What “Admitted” Means
In the U.S., an admitted carrier is an insurance company that is:
- Approved (licensed) by the state
- Regulated by the state’s insurance department
- Required to follow state rules around pricing, forms, and claims handling
Admitted policies also typically include access to a state guaranty fund, which may provide protection to policyholders if the carrier becomes insolvent (within certain limits and conditions).
This structure provides a level of oversight and consistency that many agents and clients rely on.
What an AM Best Rating Means
AM Best is a credit rating agency that evaluates the financial strength of insurance companies. Its ratings indicate how likely a carrier is to:
- Meet its ongoing obligations
- Pay claims, even in adverse conditions
Ratings generally range from:
- A++ / A+ (Superior)
- A / A- (Excellent)
- Down to lower ratings indicating higher risk
When a carrier is described as “A-rated,” it typically means it falls within the “Excellent” or better range. Foxquilt’s proprietary products carry the rating of A.
For Insurance Agents
From an agent’s perspective, admitted status and AM Best ratings affect both placement decisions and client expectations.
Why Admitted Status Matters
Admitted carriers:
- File rates and forms with the state
- Are subject to regulatory oversight
- Provide access to guaranty fund protection (subject to limits)
This can matter in situations such as:
- Contracts requiring admitted coverage
- Risks where regulatory consistency is important
- Clients who are risk-averse or unfamiliar with surplus lines markets
That said, not all risks fit admitted markets. Non-admitted (surplus lines) carriers play an important role when:
- Coverage is specialized
- Risks fall outside standard appetite
- Flexibility in underwriting is required
The key is aligning the market with the risk and the client’s expectations.
Why AM Best Ratings Matter
Financial strength ratings are often used as a proxy for carrier reliability.
Agents may consider AM Best ratings when:
- Evaluating carrier stability
- Meeting contractual requirements
- Advising clients on long-term risk
Many contracts and clients specify minimum rating thresholds (commonly A- or better), particularly in construction and commercial settings.
For Small Business Clients
For business owners, the financial status of the insurer doesn’t need to be complicated.
A simple way to explain it:
- Admitted insurance means the company providing the policy is approved and regulated by the state
- An A-rated carrier means the company is considered financially strong and able to pay claims (This is Foxquilt’s rating)
Why It Matters to a Business Owner
These two factors help answer important questions like:
- Is this insurance company legitimate?
- Will they be there if something goes wrong?
- Does this policy meet contract requirements?
In many cases:
- Landlords, project owners, or contracts may require admitted coverage
- Some agreements may also require a minimum financial strength rating
A Simple Way to Think About It
For most small business owners:
Admitted & A-rated coverage means the policy is coming from a company that is regulated, established, and financially strong.
